After the 4.3 software update, my pictures won't send.

I realized i had a 4.3 software update just now, and for some reason my pictures won't send anymore. On my phone, it says it did send, but other people aren't receiving them at all. I know that i have to turn on my mobile data (4G) on to send my pictures and not wifi. I don't know if i'm not receiving the pictures or anything. But it sure isn't sending out any. So i have no idea what is going on. Anyone with same problem? or can someone help me? Thanks.

-Do the recipients receive any notifications at all?
-Can they press and hold your picture message, then select Download?
-Is it one specific contact? If not, how many?
