Yes, I had those issues. I switched from the stock Messaging app that comes with the Fascinate to Handcent SMS (can be found in Google Play/Android Market) and all my texting issues went away. It's free and well worth it, highly customizable though so spend the time to get it the way you want it.
I have recently in the last couple of days as well! I am using an LG Revolution and I was texting someone that has Sprint on the GOSMS PRO application. Once I restarted my phone, I guess the problem seemed to disappear? Because it didn't happen again. Maybe restarting will help or doing the *228 (then pressing option 2) if your phone isn't 4G! I had the issue with my old Droid2, I would constantly send two of the same text to people and sometimes recieve two of the same text. I uninstalled my texting app and reinstalled it, problems seemed to go away
