Apps won't work when not on wifi

When my phone is not connected to wifi, several of my apps won't refresh or load new information - WeatherUnderground, Google Maps, Hangouts, Google News. I don't have any of these set to restrict background data and I don't have any other data restrictions on my phone (that I can find). Help!

joybells1713, you've reached the right place for help. Which make/model phone do you have? When did this issue start? Did you recenlty update the software on your device or download a new application?

I have a Samsung Galaxy S4 and this has been a problem for months. My last software update was 8/21/2015 and I haven't downloaded any new applications recently. This has been a problem with Hangouts for almost as long as I've had the phone (15 months), but I've noticed that sometimes Google Maps won't load or takes a long time to load (sometimes it works just fine). The Google News app doesn't load at all when I'm not on wifi - I get an error that says "check your internet connection" even though I have plenty of signal.

Being able to use your apps is essential with your phone joybells1713. We want to make sure we get them back up and running for you. When your data is off, what signal and bars will your phone show? Are you able to open Chrome or your internet browser and load websites? Are calls and texts working with your phone?

It's just these few apps which won't work. When they don't load, I still show 4-5 bars of signal on my phone, and it shows that data is being sent/received, but the apps won't refresh. I can still receive calls and SMS messages, but I don't receive GChat messages through Google Hangouts, and I can only send them sometimes. GoogleMaps will load my location, but it won't load traffic or any navigation. I can open and use Chrome just fine.

Are you telling me there is no way this is a phone setting, but instead several of my apps (by different developers) simultaneously have the same problem? That seems rather unlikely.

We understand how important it is that these applications are all working for you joybells1713. We still want to help anyway that we can to get these working. Can you please test the apps with your phone in Safe Mode? This will help us see if another app or service with your phone could be causing this. Here are the steps: http://spr.ly/6588BZN9w. I am having this same issue and thanks for the Safe Mode trick.

I have done that, but in Safe Mode I can't find the app that is not refreshing, Google News and Weather. If I search the phone and/or look in the apps, it isn't there. I uninstalled the app and reinstalled but even Play says just Uninstall after installing (i.e. not Open like after all installs.)

BTW: If I disable wireless at home and work, the app works fine. If on wireless, my Samsung Note 5 does not refresh and/or the Google News images don't load.

My Note 5 is about a month old and it is fully patched.

I realized this thread is the opposite for me since I couldn't get images in Google News and Weather app, etc. to load when ON WIFI but they would load off WIFI... but I did find a fix for that issue (DNSet app did the trick. I tried changing the router's encryption like the below discussion suggests, but that didn't work so installed DNSet app and works great. Hope Marshmallow fixes this issue that seems to be IPV6 oriented):

u4ea - Let's try something different. I have a Note 4 and was having the same issue. Having access to your apps whjen you need them is crucial. Please go to Settings>Data usage Now Tap on MORE on the upper right hand side of your screen. You should see a drop down menu. If the first option says Use background data please tap on it. Please let me know if this helped.
