Can't access google play or google account

I just got a replacement phone for my Galaxy s3 because it wasn't making or placing calls and the new phone worked fine for a while and now it won't let me sign into my Google account or access the Google play store.  Before i reset the phone when i would try and open the Google play store it would say unable to make a reliable connection to the server.  The phone is not rooted and I have not done anything to the firmware on the phone.  What should I do?

Do you have a 3G or 4G connection when this is happening, or are you connected to a WiFi network?  And are you able to log into your GMail/Google account using the same login credentials online (computer)?

Let's disable WiFi http://vz.to/HfJ82R, and ensure data http://vz.to/1huUTR8 and data roaming http://vz.to/1h1DYb5 are both enabled.  Also ensure the device is not set to restrict data by application http://vz.to/16mWjs9.

Lastly, let's clear the GMail and Google Services Cache http://vz.to/HfJCpN.  Please let me know how this works out for you.  Thanks!
