Cannot send or receive photos on Galaxy S5

We have 2 identical Samsun Galxy S5 phones both using Verizon Messsage...have no problem sending or receiving photo attachments w/messages on one phone, but cannot on the other. Both phone shave data turned off.
Can someone help me?

You will need the cellular data connection turned on and active in order to receive MMS picture messages.

Not if you're using Verizon Messages, as the OP indicates they're doing; MMS will send/receive over wi-fi.

For the OP: you might try clearing the app's cache, i.e., settings > applications > application manager > scroll over to the All tab (at the top) > scroll down to Message+ > tap Clear Cache.
The app also was recently updated; you may want to check the Play Store and ensure you have the latest version.
