Cant update phone from 4.0.4

My S3 is still on 4.0.4 tried about through the normal method. Nothing. Tried hard reset 4 times. Nothing. Tried going to the Verizon Store. They said the issue was with Samsung but a Verizon rep would look at the issue and follow up. That never happened. When I was at the Verizon store, I asked for a new SIM and they looked at me like I was crazy,

What can I do to get my phone updated? My experience with the S3 has been less then stellar and I drive a lot for work, so I was really looking forward to the Google Voice option instead of S-Voice.

Make them give you a new sim card.  Mine started updating right away after new sim card was put in...others had to hard reset afterwards but I think most of the time a new card has worked.

Huh, a new SIM card? Have there been reports of updates failing to transfer because of SIMs? How far along through the update process do you get before it fails (e.g. does the update not even show up, does it fail to begin, does it crash half way through...)?

The reps in-store should easily be able to give you a new SIM (for free) if you request one. If that doesn't work then try factory-resetting the phone. Worst comes to worst you can definitely get a replacement under warranty (no deductible!) for it failing to do what it should.
