Google contacts sync error

When I try to sync my Google contacts from my phone to my account on Google servers I get an error message on my phone that "sync is currently experiencing problems It will be back shortly." The last time I successfully synced my contacts was 1/4. so it is obviously not a matter of me waiting for it to be back "shortly". Google calendar, Gmail drive etc. all sync with out a problem. Oddly enough. when I add a contact to my Google account using my desktop computer it shows up on the phone almost immediately so it is syncing but only in one direction desktop to phone but not the other way around.
.Can anybody help? Would resetting the phone and starting over help?

Hi SamAdams, Let's make this a two way sync as quickly as possible! Have you tried disabling the Contact sync and re-enabling it? Go to Menu>Settings>Accounts: Google>choose your email address>Uncheck "Sync Contacts" and re-check. Are you also using Backup Assistant or another 3rd party application to sync your contacts?
