How Do I Get Rid of "Google Play" Message?

Question

I can't download updates or use the Marketplace.

Every time I try I get a message that begins: "By using Google Play you agree ..."

There is an Accept button and a Decline button.

Every time I hit Decline button it just jumps back to the main phone screen.

This is very frustrating.

I don't know what "Google Play" is and I don't want it.

How do I stop that message from popping up?

Ah, I looked it up.

It's the replacement for the Marketplace.

Nice of them to tell me.
