Is there a way to block a number completely? I created a contact and blocked the number there but it still goes to voicemail.

I use an app called Hiya. Unlike the VZW blocking function, Hiya blocks calls permanently.
Unwanted calls are annoying, VWANNE. We've got a host of call blocking options to choose from that are included in that link tikibar1 provided, and there are some good third party applications as JRH4054 mentioned that work very well.

The problem with the VZW free call blocke is you can only block calls for 90 days.
You can also renew that block every 90 days indefinitely especially if you set a reminder on your calendar to renew it.
