How do I unlock a Samsung Galaxy S4 Mini?

Question

I know some cellphones these days are built to pick up cell from a variety of different network types. Does anyone know if Verizon will unlock this phone out of contract/account in good standing and if it will work with other networks?

I know that most ATT phones will work with Tmobile, and the other way around.

Some phones from Verizon may work with Sprint, and so on.

Supposedly many new cellphones are supposed to cater to the whole it's now legal to unlock your phone curiosity going around. I just don't like purchasing new phones when I move from network to network because they're more like computers these days.. with so much personal data to store and recover, etc.
