I was sent a recent OTA update (SM-G900V_NCG_to_Ne9) I keep getting an error 402. Whats going on?

I have tried turning the phone off and on multiple times, and downloaded the update twice, and every time I install, my phone restarts, goes through the action of an update. and when the blue status bar appears, it says "Error:Update Failed 402" what is going on?

I would call SAMSUNG support on an issue like this.
