Why are you blocking IRC traffic? Over the 4 years I've been using VZW with Android phones I've seen an on and off blocking of IRC traffic. WiFi always works so its your network. Last time I had an issue (about a year ago) there were a few weeks when 3g would not work, 4g would work. Since the beginning of this week I've had no connectivity with either 3g or 4g.
I use IRC all the time. I think it has more to do with your choice of app than Verizon blocking it. What IRC app are you using?
