Installing Galaxy S5 to existing line.

I want to swap out our jetpack for my sister's Galaxy S5 (unlocked). I have the IMEI and Verizon SIM Card numbers. The Verizon SIM card is not currently installed. Network mode is LTE/WCDMA/GSM. I can't get the web site to accept the IMEI #. Do I need to have the phone here with the Verizon SIM Card installed, or is there another problem? The error msg I get calls it their error.

We want to help you get the devices switched, STELLARBUS. Let's figure this out together.You are going to need a sim card in order to try and activate the device. Do you have one that we can use?
