Managing Apps and Folders on Home Page

I am new to the S5, but use to Android on Motorola RAZR.  To move Apps on Home screen or to create folders, the manual says to hold App and drag to new location.  Does not seem to work. Anyone have insight into how to do this?

If you are looking to rearrange apps you have to first go to the top right where the 3 little dots are in a vertical row and click edit. Then you can press on the app and move it where you would like to move it.
