Message+ over wifi not working

I have a S3. Message+ will not work over wifi. I get a "network is not available message". The marketing blurb on the Verizon website says Extended coverage – Send and receive messages over Wi-Fi on your smartphone, tablet, PC, Mac and web browser. That's what I need it for.

what if you turn wifi off does it work then?

Of course not! The point here is, when out of cellular coverage or when in airplane mode with WiFi on, Message+ does not work.

Ive got a Moto Droid Maxx with messaging plus. I can send out on WiFi only with no issues, but receiving is delayed. I usually click on the menu on the top left of the app, and then click 'sync'. That may help you.
It acts more like email on WiFi and so I have to pull the messages in through sync instead of waiting for it to push the messages to my phone.
You can try un/reinstalling the app, and make sure its up to date from the Play Store
