My ringtones don't work.

When the phone rings, there is no sound. When you go to Settings/Sound and play with ringtones, you can't hear any of them. I admit to going through Application Manager last week and deleting/stopping some apps. I am not sure if that did it or not. Am I looking at a hard reset?

Can you confirm which device you have, Samsung Galaxy S 4 or the Samsung Galaxy S 4 mini? Are you able to hear audio or sound when you play videos, downloaded songs or web based audio on your device?
