Not receiving broadcast texts

I manage a website for my HOA. We send out emergency text messages in advance of hurricanes. All users with carriers other than Verizon receive them successfully. Verizon Wireless customers are blocked even though they have placed the sending phone number in their phone contact lists. Suggestions?
