I just got the S4 mini today and can't start up the Play Store to load any apps. It just keeps churning. Not a good to my non-iPhone adventure.
Congrats on your new device! Lets ensure everything is running top notch. Have you rebooted the device since the issues began? I would suggest heading into Settings > Apps > Manage Apps > All > Play Store , once you have reached this please clear cache and retest.
