Problems Sending and Recieving Multimedia Messaging

My phone will not download or send picture messages. I have the Galaxy s9+ and have never had this problem. My bill is up to date. I have over 2 GB of data, wifi, and plenty of service. I use the standard messaging app. What's the problem? Help ASAP!
