I am having this SAME issue as it appears MANY others have. Maybe posting a possible solution INSTEAD of private messaging everyone may help?????
I pay for the Beyond Unlimited Plan therefore it comes with Mobile Hotspot.... or at least it should but says I need to subscribe to use it.

Wife and I both need to subscribe to mobile hot spot. We have a new plan. When I try to turn it on, it says I need to subscribe.

Use the Messaging (envelope) icon in the Forum. You have to have the Private Messenger option turned on in your profile settings. When composing a new private message you have to start entering name of the recipient that requested a private message, e.g. vzw_customer_support.
