Tap & Pay issue since lollipop

Tap and pay no longer works on google wallet since updating to lollipop.  NFC is turned on and the app says tap and pay is available but when I hold my phone up to an NFC receiver nothing happens.  I've not changed any settings on my phone.  How can I fix this?

That is a very interesting behavior for the NFC. We have discovered that most issues related to the Lollipop update can be resolved with a factory reset. Lollipop likes to be installed on a clean slate. Below will be information on how to back up your device and perform the reset.

Reset:
From a Home screen, navigate: Apps  > Settings.

Tap Backup and reset.
--------------------------------------------------------------------------------
Tap Factory data reset.
If troubleshooting third-party apps, disable (uncheck) the Automatic restore option.
--------------------------------------------------------------------------------
Tap Reset phone.
If presented, enter the current passcode or draw the unlock pattern.
--------------------------------------------------------------------------------
Tap Delete all.
Allow several minutes for the factory data reset and reboot processes to complete.

I've done a factory reset and it still doesn't work.

The Verizon S4 has an NFC radio, it does not need an NFC SIM.  That was only required by now defunct SoftCard/ISIS.

First thing, make sure you don't have a thick cover or anything between the phone back and the cover.  Make sure the merchant actually has the pad connected.  Surprisingly, or not, many don't either because they don't accept this method yet or don't know how to use it themselves.

I've been using it for years at one merchant. It always worked fine until my phone updated to lollipop.
