Unable to set up phone!!!!

Charged S7 Edge fully...turned old phone off...turned S7 Edge on was prompted to select language and click next...screen display says "How to activate your phone" and follow instructions include. My only options to choose from are "emergency call" or "turn off phone"???

Were you activating the SIM card that came with the s7 or did you use the SIM card from the old phone?

I ordered my phone on the internet, and when it arrived, it did the exact same thing. I took it to the Verizon store, and they could not activate it either, so they gave me a new phone.
