How do I downloaded the update without WiFi. I do not have access to WiFi and want to use my mobile data but there is no option
uncheck wi-fi ....settings/wi-fi
It is, and it's off. It literally gives no other option

Yes, I am in a Verizon service area. I wish I could post a screenshot so you could actually understand what I am saying.
It says "connect to WiFi and download this update for free" there is no option to not do so. My wifi is off. I never use wifi since I have unlimited data so unless there is somewhere else something needs to be changed everything to you have said is invalid
it sounds like it isn't a verizon update....verizon won't say, "download for free".
Being able to update without WiFi is important at times. You have the option to do this through the Google play store. If you go to the Google play store and select the menu on the top left and then go to settings there will be an option to change it to update on cellular data. I hope this helps.

No this was no help. It's not an app it was a software update. I ended up
having to use my mifi to do the update and use my own data to update it.
This is absolutely ridiculous.

Being able to download and apply a software update without Wi-Fi is definitely something that can be done, NICMAR32. Typically, you would get an alert stating that you’re not connected to Wi-Fi and be given the option to proceed over cellular data. This will never happen automatically over your cellular data connection. We’re glad that you were able to finally get the update installed, but we wanted to set you up for future success. Are there no coffee shops or restaurants nearby that offer free Wi-Fi?
Or even a shopping mall or Library.

My Galaxy S9 is the same way. It must be connected to WiFi for system updates, cellular data is not an option. From what I understand, it's restricted from the factory (Samsung in my case) not Verizon.
S9+, running into the same issue. I have enough data to update over my phone's data plan (499.95 MB download) but there is no option to do so:
1) Software Update notification is shown
2) Attempting to download the update gives two options:
A) OK: Nothing happens because I'm not on wifi
Wi-Fi Settings: Shows me where I have my wifi turned off (with no option to use phone data, like Google Play does)
I get it, I could run around trying to find a coffee shop with wifi or track down a public library or just figure out why my home network is deciding to give me grief this morning but the whole point of having a data plan is to be able to use it. This is completely unacceptable.
you both may have selected to "only download updates on wi-fi" in settings.
"only download updates on wi-fi" does not exist in the setting on a Galaxy S9
My download speeds showed 20Mbps+ when tested. I looked quite extensively for an "only download updates on wi-fi" and found nothing that might affect system updates (I went though Google Play, Google Accounts, and Data).
The agent I spoke with confirmed that system updates *should* be available over 4g, but it's made me wonder if my phone was incorrectly reporting my data plan's network speed.
I ultimately updated over wi-fi but it was a royal pain, and I'd be very upset if wi-fi was not readily available.
I agree with the others here. I just bought an unlocked Note 9 yesterday (My first unlocked phone) on the Verizon network. I'm sitting here at work, no access to Wi-Fi. There is a firmware / software update (NOT playstore apps) and it will not let me update it without Wi-Fi. When I try it says "Couldn't download update. Connect to a Wi-Fi network to continue updating the software"
There are only 2 options after that. I can click "OK" and wait til I'm connected toWi-Fi or I can click "Wi-Fi settings" which opens the search for a nearby network.
My phone was an unlocked S9+. I wonder if the updates are looking for something specific to the Verizon version of the OS rather than Android.
Making sure your phone has the most current software is definitely important, so I understand your concern, MG848. We are always here to help.
Some software update can only be update via WiFi. This may be the reason why it will not update until you have a connection to WiFi. Have you tried running the update when you're connected to WiFi?

Why would an update be restricted to "only via WiFi"? This is very inconvenient.
I have the S7 Edge and the last 2 updates I got I had turned wifi and mobile data off. The reason I turned it off for the first one was that it was taking forever to download. After I turned them off it went pretty smooth. I think there maybe something to some updates only being able to download on wifi but the last 2 didn't need it. Now I got an update early this morning and and I had the wifi on so don't know if there would have been a problem if I had turned it off. I just hope this doesn't do anything to my phone as I make my last payment this month on this phone. The last time my S5 could not handle the marshmallow update and died.
This did not work. My Play Store setting is set to update "over any network."
I was not given an option to proceed over cellular; my phone is set to download over cellular and not required Wifi, and I only see a message to connect to Wifi to download the system software update.
Thanks for clarifying that a connection to WiFi is required to download the software update, hblatz. Since your phone is configured to download over the cellular network and you still get that notification for a WiFi requirement, this is a requirement included with the software and there is no way to override it. Please complete your software update when you are connected to a WiFi network.
