Hi Scott,
This feature was available in my original Galaxy phone as well. To access/change it, bring down the "status bar" from the top of the home page by stroking it downward, At the top of the screen, below the time/date and settings bar, there is a row of square buttons. On this row all the way to the right, second to the end, is the "Driving Mode'. It is NOT ever visible when the screen is first brought down. You have to stroke it over to the right end. and be sure it is not illuminated in green. Additionally, in "settings", under "language and input" you go to the "Speech" and "text-to-speech output" and it is there as well.
Hope that helps!

Hi Scottlerner!
I know unwanted notifications can be very annoying. Let's get this fixed asap. The Driving mode feature needs to be turned off. You can get to it by going to Settings->Language and input->Text-to-speech output and there is an option called "Driving mode" that says "Incoming calls and new notifications will be read out automatically"; turn it off - no more annoying voice! You can also get to the same option by Pulling down your notification bar, and toggle the driving mode icon to off Hope this helps you.
Thanks,
