When I assign a notification sound to a specific contact.using Verizon messages, it still uses the default tone.Worked perfectly fine on my s4.
Were you using Verizon Messages+ on the S4? AFAIK, VM+ doesn't support custom ringtones for contacts in text messaging. The native app might, another from the playstore might.
Yes I was. It's a category under the contact. You have ring tone, then message tone. It was completely customizable.

stevenoel,Customizing tones gives your device a personality. I understand how important it is for you to be able to switch things up. Where did you purchase the tones from? Additionally what steps are you taking to set the tones?

I just use the included tones, makes it easier. The only thing I can find to change them is to edit the contact.
stevenoel,
We appreciate the details and definitely want to get this figured out. To be sure, do you have the most updated version of Messages+? Taking a look at the customization settings there is indeed an option to change the tone but not for the all notifications for that contact and not individual notifications. We want to be sure we're on the same page. As well, what is the current ringtone/ notification tone for the device itself set to? This can be found in Settings, Sounds.
