Verizon phone won't make international calls here

I traveled to Enid, OK and tried to reach one of my international contacts but message said a wrong code was dialed.  Multiple tries and an hour with various VZ support people failed to resolve the issue. Finally borrowed my friends AT&T phone and call went right through.  Anyone know how to get my S6 to make the call on VZ?   If there is a restriction, how do I find it because VZ didn't know of one and AT&T couldn't or wouldn't tell me anything.

I'm sorry your phone would not make calls during your travels to Enid, OK. do you have international dial on your account. Are you able to make and receive domestic calls on your phone?
