Dropped Samsung galaxy s6 in the river. The water damage indicator was red and there was moisture on the inside of the camera lens. Tried drying in a bag of rice wrapped in a heat pad. There is no longer moisture in the lens. The phone is completely dead. I tried charging it but phone seemed hot and even after cooling of it was still dead.

Not sure why you used a heating pad, in the future just put it in a bag of rice, the last thing you want is to create more moisture.
Your options are to buy a used phone, buy a new phone at full price, or use your insurance if you pay for it.
