Where is "dormant mode" after 4.1.1 update

According to the Samsung web site, this update includes "dormant mode" or "block mode". I don't see it on my phone.

It comes when Samsung rolls out:

Enhanced Samsung TouchWiz features:

  • Camera enhancements including: live camera and camcorder filters, pause/resume video while recording, and Low Light photo mode
  • Blocking Mode to disable incoming calls, notifications, alarms and LED indicators for a designated period of time
  • Pop Up Play picture-in-picture video window is now resizable and can pause while in picture-in-picture
  • Swype® is preloaded as an alternate keyboard

nobody knows but i will guess at least a couple more months. even then, verizon removed the blocking mode on the note II so i wouldn't hold my breath for those features.

Did they also remove "do not disturb" from the iPhone?

no. apple doesn't allow carriers to remove features. however, there were a number of iphone users who are having trouble with this feature since the calendar changed to 2013 (there seems to be a silly little bug or two with iOS every time the year changes?)

They took it off because they want you pay for there blocking service nothing new from verizon. its $4.99/month its under a different name i think usage control. think about it, block more than 5 numbers need pay monthly.
