Why Samsung Galaxy S4 mini takes long to send texts?

I've been having this issue for the last couple months off and on, but for about a week now it's been doing it more often like every single day. I'll send a text to a contact and it will take anywhere from 10 to 20 min for it to send. Sometimes when it's taking that long to send a text, my phone also won't receive texts if they are coming in at the same time. My phone is updated with the current system settings, and I've tried restarting it, taking out the battery, and that still doesn't help it. I always have enough bars, so it's not the signal or anything like that. Any one know why this phone is lagging that much for texting, and how it can be fixed?

Your messages should be flowing faster. When did this start? What messaging app are you using? WiFi or LTE?

It started a couple months ago. It usually did it every so often. Not enough for me to worry too much about. Lately, the last week or so, it's been doing it almost every day. The only messaging app I use is the one already installed for texting. And the delay in text has happened during both the use of WIFI and LTE.

Yeah, all calls and data are working correctly. No there isn't a specific location. Has happened in multiple locations before, and there isn't a specific time either. Will happen whenever, wherever basically. There are several people I text on a constant basis and it has happened with every single one of them.
