How did you block the number? Through the phone or through your My Verizon account online?

There are multiple ways to block phone numbers using VZW.
If you have an iPhone - Select the conversation and then the 'I' on the top (information). Scroll to the bottom and select 'Block'. This blocks it on Apple's end. This does not block in on Verizon's side.
If you are using the MyVerizon Mobile Application or the Verizon Wireless website you can block up to 5 numbers for 90 days using Messaging and Call Blocking. Here's the pathing for that - My Plans & Services > Block Calls and Messages.
You can also purchase FamilyBase and block more numbers and for longer too, $5/month. See more info below.

Alternatively, you can call VZW (800.922.0204) to block numbers.
