Why' can't I get Verizon Software Utility Application to load?

I used to get this but now that my phone has been updated to the latest version. I can no longer get it to load. Has this been removed with the latest version of software? I have PC2 installed on my phone and the Upgrade Window says that I am up to date. I have noticed a new window on my phone and also for upgrade asst. say to set USB to transfer files. So I am assuming that this is the new way to do this?

It's a notification, not a quick setting. Take a look at the illustration in this link:
See the area where it says "tap a notification and perform various actions"? Once you plug the USB cable into your phone, you should see two notifications in that area, one that says Charging (and gives the percentage charge and time remaining for a full charge) and one that says Connected for Charging. Depending on how many other notifications you have, you may need to swipe up or down to see them. Tap the one that says Connected for Charging and you should then see a pop-up where you can change the USB mode.

Where is the "set USB to transfer files"? I am having the same issue as you, but I don't know how to change the settings on the phone.

As noted in the link in the earlier post, pull down the notification shade and tap where it says Connected for Charging; in the pop-up, change the selection to your preferred USB mode.

I am a real novice when it comes to the settings on the phone. If the
notification shade is the area where the Wi-Fi, Location, Sound, etc is
located- I do not have a button to push that says "Connected for Charging".
If this is not the right area, please point me in the right direction.
