Why can't I set up a mobile hotspot?

I have unlimited internet yet I cannot use my Mobile Hotspot without calling Verizon.  What's the reasoning behind that?

You are bound by the old agreement which you need to pay for tethering on a separate addon.

You have to sign into your MyVerizon account online and add the mobile hotspot feature for $30 per month.
