Why do I get a time out error when I try to install ProEye WebViewer?

I have a Samsung Galaxy SIII 16GB.  I would like to use the app called ProEye to view live video from my DVR at work.  When I try to set up with the user id, password, IP address etc., then try to view, I get Time Out message.  Any ideas why I cannot?

As we can not support 3rd party applications, I would suggest either reaching out to the app developer via the google play store or by contacting Samsung at 888-987-4357. We do hope you get this resolved and thanks for being the best part of Verizon Wireless.
