Why do I keep receiving this message "Recipient has insufficient funds to receive message."

I've been getting this message for a couples of months after blocking someone on my samsung s10+ but it never did it with my samsung s7 could it be the new update? im getting really tired of getting that same message every time 😕

It is important that you are able to stay connected, Daniharake92. Is the number you are getting the message for the same number you blocked earlier? Did you unblock it?
