My device has been rebooting itself constantly since I purchased in Dec. I have tried reformatting the storage card and also tried safe mode. This baby rebooted from safe mode also. It reboots during phone calls and when txt messages arrive. Any help is appreciated.
Does this thing have a log that can be accessed?

Negative, I have not. I will give it a go.
Many S4 users had this same problem after a system update. A later update was supposed to fix it, but in some cases it didn't.
