Why is my device using data while it is on wi-fi?

With both S4 and S5, we are still racking up data charges even though WIFI is on and for S5 advanced sleep setting always on? What to do? I can't afford this! Thanks.

Lizabear, we want to prevent you from having a negative bill experience. Your device is designed to connect to our network by default when the Wi-Fi connection isn't strong. However, you have the option of disabling Mobile Data in Settings>Data Usage>Uncheck Mobile Data. This will restrict your devices from connecting to our network and debiting from your data allowance.

Did you try manually turning off the cellular data connection?
