Why won't my Samsung Galaxy S5 send or receive mms messages?

Samsung Galaxy S5 will not send or receive mms

I send sms and people certain people don't receive them..but if I switch to mms via "add slide" the sms switches to mms and goes through

Let's make sure we get your picture messages working, Brittni91. Have you previously been able to send/receive MMS? Are you connected to cellular data when trying to send/receive MMS? What happens if you try to send a MMS?

Never able to send/receive MMS. Using WiFi and or data plan. Msg received "service not activated on network."
