Why won't the contacts from my cloud sync to my phone?

I updated the contacts on my PC, then saved them to a CSV file.  I deleted all of the cloud contacts, then uploaded the new contacts file and synced them, but now my phone does not show any of the contacts as being on my phone. I can only view them from the cloud.  Whenever I try to do a cloud backup from my phone, it always says "backup failed".  I don't understand what's going on.

Anyone know what's going on and how to resolve it?

If you open Contacts and select the three dot menu to the right, pick Cloud and check on Back Up Contacts does that make a difference?

Hi. Thanks for responding. I tried that before posting the question. Surprisingly, after I posted the question, I unplugged the phone from my PC and the sync worked.  Not sure if that's the reason it worked or if it was a fluke, but all seems to be okay, now.
