breaking up calls after international travel

after my international trip where i used only wifi calling, my call breaking up all the time here in us.
Tech support tried to resolve a few different ways but didn't work. i also changed a sim card but no good.
Finally they sent me a replacement phone but still the same issue.
I believe its the system issue, not a phone issue.
something triggered with my international trip but verizon doesn't know how to fix it.
What should i do?

Having your calls working at all times is mandatory. Let's turn this around. Where is this happening? How often is this happening? Can you tell us more about what specifically happens while on calls?

It happens everywhere and all the time. 24/7. As soon as call connected, it starts cutting in and out every 3-5 seconds. Duration is irregular but 2-8 seconds. So continuing conversation is impossible. A LOT OF PEOPLE complaint about this issue also. What is your solution other than 'will get back to you'. Please replace or upgrade my phone to a better phone without this issue for free since you said calls working at all time is mandatory.
