No only iphone to iphone or ipad via cloud feature on Apple iTunes.
However if you uploaded your itunes songs to the cloud and you also had Google Play Music on the computer and you had it set up in iTunes to automatically upload to Google music you may be able to retrieve your music from Google to your android device.
Another way is to hook your android phone via usb to your home or work computer and then copy and paste your songs to your new android phone. they will show up in your music folder. if you have an external sd card you can also plase the micro sd card in a adapter and drag and drop to that sd card and then place it back in your phone.
