I am having an issue where my home page doesn't turn off. I have changed the time and that does not change. Homepage stays open all the time unless I physically turn off the phone.
huh? Do you mean the screen?
Check main menu then settings and then Sound and display go in there and click on screen timeout and see what you have it set on. Mine is set for 30 seconds. And maybe you have another problem and should try pulling battery out then back in.

Tried changing the settings, tried removing the battery...still no luck. The soft keys lights will go out at the set time (15 secs), the the screen becomes dim for about 10-15 more secs and then it goes off??? Pretty odd...no?
nah, that's the way it's supposed to work. It does the same on mine.
