how do i stop it from connecting to every open wifi within range?

i use wifi at home. that's it. i don't like connecting to foreign wifi connections. the galaxy s3 is set up to connect to any open wifi connection it sees. i was turning the corner on my street this evening and my phone connected to the house on the corners wifi. then a second later as i was driving away it went out of range. then it takes minutes to connect back to 4g. i can't find a setting to change this.

Turn off auto-connect in WIFI settings.

what do i do about my home wifi then? i have to tell it to connect every time i come home. i'll end up forgetting. i'll start watching youtube or netflix on 4g and burn up my 10gb allowance.

The problem is not that it finds available networks per se. After you set up a connection to your home wifi you select remember this connection. This way when you come home it will auto connect.
Because your phone is finding available networks does not mean your on them. If your neighbor is running an open wifi network they deserve what they get when its hacked into.
Leave the Auto feature on, but on each wifi network it finds in your home area just long press the network and select FORGET network. if you saved your home wifi it will auto connect and you will not be using 3/4G data on your phone.
