I think what you are seeing is an offer from Verizon to upgrade from your Basic voice mail to a service called Visual voice mail. If that is the case you can disregard the message or change to the new feature.

Are you saying that your phone is asking you to sign up for Visual Voice Mail or another Premium voice mail service?

Abrasted,
We do not want you to have to deal with annoying messages. What type of voicemail service are you using? How do you usually access your voicemail? How long have you been receiving this message? Is this an automated message or a message that comes through a message on the device?

II've been receiving the message since I got the phone in Oct. I had a iPhone before and never had the problem. It's asking me to sign up for a VM service and I don't want it! I hit the decline button but it always comes back!!!!

Abrasted,
I don't want this to continue to be an issue. Some devices have updated to include visual voicemail service as part of the phone's features, this model included. Since the visual voicemail is embedded in the software of this phone, you will continue to see this notice to sign up. You would not have seen this issue on your previous phone, as Apple devices have thier own form of visual voicemail already. What were your concerns with this voicemail option?
