Cant get Messages+ to let me log into my number on a different device

So from everything I had read online, I should be able to use Verizon Messages app on my devices. I have it on my main phone which is a Z fold 4. I have an unlocked Pixel 6a I got from Target. I connect to wifi and when I put my number into the app to "activate" my account for the app on that phone, it doesn't log me in. I don't have a sim card on the device because I am just going to be using it on Wi-Fi.... so why wont it let me use the messages app on the Pixel???

We're sorry for the issues you're having with your Verizon Messages on your Pixel device. You mentioned the device does not have a SIM card because you will be using it on Wi-Fi. Is the Pixel currently connected or an active Verizon number?

No I purchased the Pixel from target it is carrier unlocked. I only want to use it on wifi though. I dont want to add another line for a phone I will only be using for media and android auto. I just want to be able to receive and send texts and calls
