I have had several problems with family base on my daughters phone. The newest issue is that even though I have an ap blocked (instagram) it doesn't block it from her phone.

Keeping your phones working the way you need them to is a big deal. We wouldn't want your daughter accessing things she shouldn't be. When was this set up? What happens when she tries to access this app? Is this happening over mobile data or wi-fi?
