I keep getting text message failure only on one number

it always happens with only one number. Both Verizon phones. I've done the battery pull and *228 and I know both bills are paid current and the numbers aren't blocked.  It's also not with a 3rd party app.  The message is always general failure.  Both phones are able to send and receive other messages From different numbers.
