Verizon Smart Family blocks Google Photos backup

Ever since I installed the Smart Family Companion App on my child's phone they have been unable to backup photos to Google Photos.  The Google Photos app always says "Waiting for Wi-Fi" even though their phone is connected to Wi-Fi.

HI SOONERIC! Smart family can block this type of actions, please check your settings to see if you have it on.

Google photos is supposed to back up to the Google cloud.  In her Google Photos app it says "Waiting for Wi-Fi" even though she is connected to Wi-Fi.  It doesn't matter which network she is connected to, it keeps saying "Waiting for Wi-Fi."  This wasn't a problem before installing the Smart Family Companion App.
