This is just a reply to my other message which was marked 'solved' (which it isn't) and locked for inactivity (even though it's still listed as the most recent post).
The hard reset did not work. The device still sees controllers of the same type as a single controller. It will acknowledge multiple controllers only if they are different types (e.g., an xbox controller and a switch pro controller). Again, I have several verizon stream tv devices (gen 1 and gen 2...highly recommend!) but this is the only one that will not allow multiple controllers of the same type.
