Yes, those phone numbers are considered "domestic" numbers.

Absolutely. Hawaii has native VzW coverage and alaska is part of their "extended network". You also get unlimited texting to canada, from canada, TO (but NOT from) mexico, and to/from puerto rico, on the Nationwide Talk and Text plans!
