HELP! - Text Messaging Outage? (Error Code: Addr.Vcnt.)

Hello!

Is anyone having text messaging outage?  I can use data, make calls, but I cannot send text messages.  They keep saying "sending" or "message failed."  When looking at details, it says the error code is "Addr.Vcnt."  I have no idea what that means?  HELP!

Also, it lets me RECEIVE texts but I can't send them.

Pretty strange to say the least, but let me get more information in order for us to resolve it, breeuh!
What device are you using? Are you receiving messages?
Do you get that message for texts to all contacts or certain ones. We will begin there.

I'm not the guy you were responding to but I'm getting the same error code using a Samsung Galaxy 3.
It just did a major update this morning and that may have something to do with it.

Let's get to the bottom of this!

When did this start? Have you tried removing the battery and SIM card for a minute? If not, please try that and retest.

If the issue persist, please advise of your zip code? Are you using the standard text messaging app or a 3rd party app?

My zip is 43522.
It started Friday the 17th of Jan, and I spoke to a Samsung rep because the problem started after their massive update that morning.
We did all the typical stuff: rebooting, deleting caches and data, etc.
We even did what I believe is called a hard reboot; hold down all 3 buttons (you know the drill).... and then wiping the cache partition before rebooting the system. 

Let me know if you have some other ideas.  If you would like and can show me how, I will attach a copy of the chat transcript of that morning.
Thanks VW Support for offering to help; but I think the trouble may have been in that update.

I have a brand new Samsung Galaxy s4 mini and I started having trouble with text not sending today. Can't get through a day even on standby without battery draining.  I wish I had kept my old non smart phone.

i purchased a Verizon Factory Unlocked Samsung Galaxy note 3 some months ago.

whenever i sent messages, it fails and theres this error "Addr. Vcnt."
